Ratio of girls to boys in a school = 5:6

Let the total number of students be 11x.
Then, the number of girls = 5x and the number of boys = 6x

Scholarship Holders:
Number of boys who are scholarship holders = 40% of 6x = 2.4x
Number of girls who are scholarship holders = 20% of 5x = x

Total number of scholarship holders = 2.4x + x = 3.4x

Percentage of students who get scholarship = (3.4x/11x) x 100% = 30.91%

Percentage of students who do not get scholarship = 100% - 30.91% = 69.09% = 69% (approx)

Therefore, the answer is option (b) 69%.
