One Candidates gets 41% votes then second must be got 59% of the votes.
Difference of Votes,
59 - 41 = 2412
18% = 2412
So, 1% = 2412 /18
Then, 100% = (2412 *100)/18 = 13400
Total polled (100%) = 13400 votes.

Then, votes obtained by the candidate who got 41% = (41/100) x
Votes obtained by the other candidate = (100-41)% of x = 59% of x
As per the question, the candidate who got 41% was rejected by a majority of 2412 votes, which means the other candidate got 2412 + 1 = 2413 more votes than the candidate who got 41%.
Therefore, (59/100)x - (41/100)x = 2413
18x/100 = 2413
x = (2413*100)/18
x = 13406.67
Hence, the total number of votes polled is 13400 (approx). Therefore, option C is the correct answer.
