The discretionary powers given to the Governor of a State are as follows:

1. Sending a report to the President of India for imposing the President's rule:
The Governor has the discretionary power to send a report to the President of India recommending the imposition of President's rule in the state under Article 356 of the Constitution. This power can be exercised by the Governor if he/she is satisfied that the government in the state cannot be carried on in accordance with the provisions of the Constitution.

2. Reserving certain bills passed by the State Legislature for consideration of the President of India:
The Governor has the discretionary power to reserve certain bills passed by the State Legislature for the consideration of the President of India. If the Governor feels that a particular bill, if enacted, would infringe upon the powers of the President or is otherwise unconstitutional, he/she can reserve it for the President's consideration. The President can either give his assent or withhold his assent to the bill.

3. Appointing the Ministers:
The Governor appoints the Chief Minister and other Ministers in the state. While the appointment of the Chief Minister is based on the discretion of the Governor, it is usually done keeping in mind the political party or coalition that has the majority in the State Legislature. The Governor also has the power to dismiss a Minister if he/she is not performing his/her duties satisfactorily.

4. Making rules to conduct the business of the State Government:
The Governor has the power to make rules for the allocation and transaction of business of the State Government. These rules are known as the Rules of Business. The Governor can prescribe the manner in which the business of the government shall be conducted and allocate the said business among the Ministers.
