Concurrent List and Planning in India
• The Indian Constitution has three lists: Union List, State List and Concurrent List. The Union List contains subjects that are the exclusive responsibility of the Central Government, while the State List contains subjects that are the exclusive responsibility of the State Governments.
• The Concurrent List contains subjects that are of common interest to both the Central and State Governments. The subjects in this list can be legislated upon by both the Central and the State Governments. Economic and Social Planning is one such subject that is in the Concurrent List.
• The Planning Commission was an institution that was responsible for formulating five-year plans and advising the government on economic and social policies. It was abolished in 2014 and replaced by the NITI Aayog.
• The National Development Council (NDC) was an institution that was set up to facilitate cooperation between the Central and State Governments on matters relating to planning. It was chaired by the Prime Minister and had the Chief Ministers of all the States and Union Territories as its members. The NDC was not an organ of the Planning Commission but rather an independent institution.
• The 73rd Amendment to the Constitution of India provided for the establishment of Panchayats at the village, intermediate and district levels. These institutions were given the responsibility of preparing plans for economic development and social justice at the local level.
