• Different persons and notions: Different persons have different notions of development. They seek different things. They seek things that are most important for them.

• Different goals: Different people have different goals for development which may be development for one can be conflicting for another.

• Development for one: National development comes with the development of a nation where as social development, cultural development and economic development can be development for one but disasters for another.
