the real answer is understood if you consider the laws of refraction.the snell's law states that the sine of angle of incidence to the sine of angle of refraction is always a constant for a given pair of media.now here angle of incidence is 90 degreesthat means the incident ray do not hit the surface of the other medium...instead it runs along the surface of the other medium.in this case the light ray shall not deviate as the light ray is not travelling from one medium to another but travelling in the same medium, thus it shall remain undeviated and go straight.
