According to the article 244 of the indian constitution,the governor of the state handles the autonomous administration of the state. Inshort, the governor can bring about any changes along the province with approval of the autonomous state council. He/she can change the boundries between the districts i.e increase or decrease the boundary line or merge two district into one common area. further he or she may change the name of the district depending on some situation. altogether, this article safeguard the tradition, culture and tribal population of these provinces. futher more no migrant can be a permanent residence of the state. As far my memories goes, a person can visit these state for any official or economical reason after getting a state pass with the allowed duration of visit, later on the pass can be renewed if necessary. This purpose of this schedule is to maintain the purity of their tribe and influx of other religion and custom.
