Both E1 and E1CB reaction has two steps .But in E1CB reaction there is formation of CARBANION in place of carbation in E1 reaction .and in e1cb reaction, the rate depend on the congugate base n hence the reaction got its name CB.in E1 reaction the rate of rxn varies as 3•>2•>1• but in e1cb rxn due to formation of carbanon rate varies as 1•>2•>3•.in e1 reaction the C-leaving group bond is weak whereas in e1cb reaction the C-leaving group bond is strong like C-F bond.so that leaving group cant leave n there is formation of carbanion with removal of H+( nu atracts h+) ..n when H+ leaves from any compound then its congugate base forms always,which is rate determing step.
