4. Assent to Bills
The Governor has the power to grant or withhold assent to Bills passed by the Legislative Assembly. However, the Governor's power to give assent to Bills is limited by the Constitution. The Governor cannot withhold assent to a Bill that has been passed by the Legislative Assembly unless it is unconstitutional.

Conclusion
Thus, we can see that the scope of the discretionary powers of the Governor is limited by the Constitution of India. The Governor has to act on the advice of the Chief Minister in certain matters, and cannot act on his own. This ensures that the Governor does not misuse his powers and acts in the interest of the state.
