Let the speed of a boat in still water = u km/h
And, speed of current = v km/h
Rate downstream = (u+v) km/h
Rate upstream = (u−v) km/h

Let the distance covered in each case be x km.
(1/2) Time to travel upstream = Time to travel downstream (Given)
=> Time to travel upstream = 2 (Time to travel downstream)
Time = Distance/Speed

Then,
x/(u−v) = 2x/(u+v)
2(u−v)=u+v
u=3v
u/v = 3/1

Therefore, Required ratio = 3:1
