Given, Weight of liquid = 6.5 N
Volume of liquid = 1 litre = 1000 cm³

Specific gravity of liquid = Density of liquid / Density of water

Density of water = 1000 kg/m³ or 1 g/cm³

Density of liquid = Weight of liquid / Volume of liquid
= 6.5 N / 1000 cm³
= 6.5 N / 0.001 m³
= 6500 N/m³ or 6500 kg/m³

Specific gravity of liquid = Density of liquid / Density of water
= 6500 kg/m³ / 1000 kg/m³
= 6.5 / 1
= 0.65

Therefore, the specific gravity of the liquid is 0.66.
