The Constitutional amendments of 1992 introduced the concrete shape of decentralisation. The three-tier of democracy have been made more effective. The provision of Constitutional Amendment are as follows:1) To hold regular election to local govt. bodies .2) Reservation of seats for SC,ST,OBC in the elected bodies.3) one third seats to be reserved for women.4) State Commission should be there for conducting elections in local govt. bodies at rural and urban level.5) State govt. should share some powers and revenue with local govt. bodies.
