- Statement 1 is incorrect: Dyarchy is the dual scheme of governance. In was introduced in the province by the Montagu-Chelmsford reform (Government of India Act 1919). It divided provincial subjects into two parts i.e. transferred subjects which were administered by the governor with the aid of ministers responsible to the legislative council and reserved subjects which were administered by the governor and his executive council without being responsible to the legislative council.
