Consider the following pairs: Commission Viceroy at the time of set up...
The correct pairs are:
1. Saddler University Commission : Lord Reading
2. Whitley Commission on Labour : Lord Irwin

Let's break down each pair and understand why they are correctly matched:

1. Saddler University Commission : Lord Reading
- The Saddler University Commission was set up in 1917 to examine the structure and working of universities in British India.
- Lord Reading, also known as Rufus Isaacs, was the Viceroy of India from 1921 to 1926.
- Lord Reading appointed the Saddler University Commission during his tenure as Viceroy.

2. Whitley Commission on Labour : Lord Irwin
- The Whitley Commission on Labour, also known as the Royal Commission on Labour in India, was set up in 1929 to study the conditions of labor in India and make recommendations for improvement.
- Lord Irwin, also known as Edward Frederick Lindley Wood, was the Viceroy of India from 1926 to 1931.
- Lord Irwin appointed the Whitley Commission on Labour during his tenure as Viceroy.

Therefore, the correct pairs given above are 1 and 2, which means option 'B' is the correct answer.

Overall, these commissions and committees were important in addressing various issues and making recommendations for the development and improvement of universities and labor conditions in India. The Viceroy at the time of their setup played a crucial role in appointing and overseeing the work of these commissions.

Consider the following pairs: Commission Viceroy at the time of set up...
  • Saddler University Commission (1917-19) was set up to study and report on problems of Calcutta University but its recommendations were applicable to other universities also. The Commission was setup during the reign of Viceroy Lord Chelmsford. It held the view that, for the improvement of university education, improvement of secondary education was a necessary pre-condition. Its observations included
    • School course should cover 12 years,
    • less rigidity in framing university regulations,
    • university to function as centralised, unitary residential-teaching autonomous body, rather than as scattered, affiliated colleges etc.
    • Hence pair 1 is not correctly matched.
  • The Butler Committee (1927) was set up to examine the nature of relationship between the princely states and government. Lord Irwin was the Viceroy at that time. The Committee gave the following recommendations
    • Paramountcy must remain supreme and must fulfil its obligations.
    • States should not be handed over to an Indian Government in British India, responsible to an Indian legislature, without the consent of states.
    • Hence pair 2 is correctly matched.
  • The Royal Commission on Labour or the Whitley Commission on Labour was set up in 1929 to inquire into the existing conditions of labour in industrial undertakings and plantations in India. The Commission was chaired by John Whitley. Lord Irwin was the Viceroy at the time of appointment of the Commission. Hence pair 3 is not correctly matched
