The correct answer is option 'A' - 1, 2.

Explanation:
1. UN-General Assembly is the deliberative, policymaking and representative organ of the UN: The United Nations General Assembly is indeed the main deliberative, policymaking, and representative organ of the United Nations. It is composed of all 193 Member States of the UN and provides a platform for countries to discuss and coordinate on international issues. The General Assembly meets annually in regular sessions and has the power to make recommendations to member states on various matters.

2. It elects the non-permanent members of the UN Security Council: This statement is incorrect. The non-permanent members of the UN Security Council are elected by the UN General Assembly, but it does not have the sole authority to elect them. The Security Council consists of 15 members, with 5 permanent members (China, France, Russia, the United Kingdom, and the United States) and 10 non-permanent members. The non-permanent members are elected by the General Assembly for a two-year term.

3. Each sovereign state gets one vote and permanent members enjoy Veto powers: This statement is not mentioned in the given statements. However, it is important to note that the five permanent members of the Security Council (China, France, Russia, the United Kingdom, and the United States) do indeed possess veto powers. This means that any substantive decision of the Security Council requires the affirmative votes of at least nine of the fifteen members, including the concurring votes of all five permanent members.

4. All the decisions at the General Assembly must be approved by a two-thirds majority of Member States: This statement is not mentioned in the given statements. However, it is true that important decisions at the General Assembly, such as those related to peace and security, admission of new members, budgetary matters, and the election of non-permanent members of the Security Council, require a two-thirds majority vote. Other matters may be decided by a simple majority.

To summarize, statements 1 and 2 are correct, while statements 3 and 4 are not mentioned in the given statements. Therefore, the correct answer is option 'A' - 1, 2.

What is UNGA?
  • Popularly known as the parliament of the world, where all the 193 UN member states are represented, the UNGA is the deliberative, policymaking and representative organ of the UN.

Roles and functions:
  • Takes a decision on important matters such as peace and security, discusses various global issues and budgetary matters.
  • Decides on matters such as the admission of new members.
  • Decisions are taken through a vote. Admission of new members and budgetary matters require a two-thirds majority, while the decision on other issues are taken by a simple majority.
  • Each sovereign state gets one vote and the votes are not binding on the membership, except in budgetary matters.
  • The Assembly has no binding votes or veto powers like the UN Security Council.
  • The UNGA can express world opinion, promote international cooperation in various fields and make recommendations to the UNSC and elect the Security Council’s non-permanent members.

Each of the 193 Member States in the Assembly has one vote. Votes taken on designated important issues – such as recommendations on peace and security, the election of Security Council and Economic and Social Council members, and budgetary questions – require a two-thirds majority of Member States, but other questions are decided by a simple majority.
In recent years, an effort has been made to achieve consensus on issues, rather than deciding by a formal vote, thus strengthening support for the Assembly’s decisions. The President, after having consulted and reached agreement with delegations, can propose that a resolution be adopted without a vote.
