If the ink on the index finger has replaced the tattoo, that noway affects the given argument, hence, option (A) is a very weak statement and can be easily negated. Option (B) is out of scope as what a middle class voter does is not mentioned or discussed in the passage: The passage focuses on rich people having a nonchalant attitude, however the poor are sincere towards voting and elections.
Voters have been influenced by awareness campaigns over the past few weeks, this statement doesn't affect the argument at all. If we become aware or influenced by campaigns that doesn't support or weaken our nonchalant attitude towards elections.
Hence option (C) is negated.
Options (D) contradicts passage as the increase has been experienced in all areas (well-heeled as well as less privileged neighborhoods), which is just opposite to lower voter participation from the rich mentioned in the passage.
