Consider the following statements with reference to the Governor of a...
Governor of a State/s

Introduction:
The Governor of a state is the constitutional head of the state and is appointed by the President of India. The Governor has both executive and legislative powers in the state.

Statement 1: No civil or criminal proceedings whatsoever shall be instituted against her/him in any court during her/his term of office.
This statement is incorrect. The Governor enjoys immunity from civil and criminal proceedings only in respect of his/her official acts. The Governor is not immune from prosecution for any criminal offence committed by him/her before or during his/her term of office. However, the Governor cannot be arrested or detained during his/her term of office.

Statement 2: His emoluments and allowances are determined by the Parliament but charged on the Consolidated Fund of the State/s concerned.
This statement is correct. The emoluments and allowances of the Governor are determined by the Parliament and are charged on the Consolidated Fund of the state/s concerned. The Governor is entitled to a salary, allowances, and other perquisites as may be determined by the Parliament from time to time.

Conclusion:
Thus, it can be concluded that statement 2 is correct while statement 1 is incorrect. The Governor is not immune from prosecution for any criminal offence committed by him/her before or during his/her term of office. The Governor is entitled to a salary, allowances, and other perquisites as may be determined by the Parliament from time to time.
