Option d is correct.
  • Option a is incorrect: The proposal of Pro Changers to ‘end or mend the councils’ at 1922 Gaya session of Indian National Congress (INC) was defeated 1748 to 890. It was later in September 1923, at a special meeting that a compromise was reached between both the factions of INC, and each endorsed the other, with INC recognizing Swaraj Party as an arm of its and not a separate entity.
  • Option b is incorrect: Swarajists claimed that they would transform the legislatures into arenas of political struggle and that their intention was not to use them, as the Liberals desired, as organs for the gradual transformation of the colonial state, but to use them as the ground on which the struggle for the overthrow of the colonial state was to be carried out.

Those advocating entry into legislative councils came to be known as the ‘Swarajists’, while the other school of thought led by C. Rajagopalachari, Vallabhbhai Patel, Rajendra Prasad and M.A. Ansari came to be known as the ‘No changers’. The ‘No-changers’ opposed council entry, advocated concentration on constructive work, and continuation of boycott and non-cooperation, and quiet preparation for resumption of the suspended civil disobedience programme.
