    Option c is correct.
    • Statement 1 is correct: This act regulated only the Vernacular publications, i.e., anything (newspaper or magazine, etc. printed in local Indian language). These provisions did not apply to any publication in English, no matter who the owner (It could be an Indian too). The aim of this act was to curb the sharp criticisms of British government’s selfish and racially prejudiced policies so that there would not be any mass unrest like the Revolt of 1857 and the British could continue to rule Indians unopposed.
    • Statement 2 is correct: When the offence was committed for the first time, the punishment was forfeiture of the deposit made by the vernacular publication owner with the government. It was only if the offence was repeated that the vernacular publication’s equipment was confiscated as well.
    • Statement 3 is incorrect: One of the worst features of this act was that the magistrate’s decision was final, and there was no appeal to it in any court of law.
    • Statement 4 is correct: This act had been infamously termed as the ‘Gagging Act’ by Indian nationalists, as it took away their civil and political right to freedom of expression by creating punishments for giving their true opinions.
    • Knowledge Base: After 1858, the European press always rallied behind the government in political controversies while the vernacular press was critical of the government. The Vernacular Press Act (VPA) was designed to ‘better control’ the vernacular and repress seditious writing.
    The provisions of the Act included the following:
    1) The district magistrate was empowered to call upon the printer and publisher of any vernacular newspaper to enter into a bond with the government undertaking not to cause disaffection against the government or antipathy between persons of different religions, caste, race through published material; the printer and publisher could also be required to deposit security which could be forfeited if the regulation were contravened, and press equipment could be seized if the offence re-occurred. The magistrate’s action was final and no appeal could be made in a court of law.
    2) A vernacular newspaper could get exemption from the operation of the Act by submitting proofs to a government censor. The Act came to be nicknamed “the gagging Act”.
    The worst features of this Act were:
    1) discrimination between English and vernacular press,
    2) no right of appeal.
