    Constitutional Provisions for Legislative Powers

    The Indian Constitution has clearly defined the legislative powers of the Union Government and State governments. The Union List, State List, and Concurrent List have been created to demarcate the areas of legislative jurisdiction of the Union and State governments.

    Residuary Powers

    The residuary subjects are those that are not mentioned in any of the three lists. According to the Constitution, the State governments can legislate on the residuary subjects. This means that if there is any matter that is not covered under the Union List, State List, or Concurrent List, it will automatically fall under the jurisdiction of the State government.

    Changing the Arrangement of Sharing of Powers

    The Constitution has clearly defined the areas of legislative jurisdiction of the Union and State governments. The Parliament, on its own, cannot change the arrangement of sharing of powers between the Union Government and the State governments. Any changes in the distribution of powers can only be made through the process of constitutional amendment, which requires the support of two-thirds of the members present and voting in both the Houses of Parliament.
