Your question says that father of a man was colour blind .
XcY .

Mother of a woman was also colour blind .
XcXc

You don't tell me that the man is colourblind or not .

He may or may not be colour blind (depending on mother).

Since the mother of the woman is colourblind then the woman is either disease carrier or colorblind.
But the cross remains same .

Case 1 - Man is colourblind
XcY XcXc

XcXc XcY XcXc XcY .

In this case all four children were colour blind

100% offspring are affected

Case 2 - Man is normal

XY XcXC

XXc XcY XXc XcY .

In this case 2 Colourblind boys and 2 Carrier Girls .

50% offspring are affected (Carrier girls don't count in it)

Combined both Cases .

We can say that 6/8 × 100.

Conclusion

75% offspring will be colour blind in this situation

First thing Snehil there is nothing called as womens. And the answer to your question is color blindness is due to the chromosomes.Males have only one X chromosome and females have two X chromosomes. In females, a functional gene on only one of the X chromosomes is enough to compensate for the loss on the other. This kind of inheritance pattern is called X-linked, and primarily affects males.
