Ohh listen.... Both are are the basic requirements of state as well as country.... So drew their attention to work on central level.... Bcz...when they will work on central level... there will be equality amongs all states...and they can also provide better results...if one state is suffering from Lack of agriculture or Business.... then central province will work for them....that's why they conduct both commerce and agriculture in Union cabinet.....I hope... now u will got it.. easily....
