Because ammeter has very low resistivity and if we connected it in parallel then their will b two directions of current voltmeter is always connected in parallel because it has very high resistivity and if we connected it in series then a very low amount of current is passed through it.

If the voltameter is connected in series then the potential diff between two consecutive points will be zero . Thus voltameter is useless . Ammeter is used to measure the current flowing in a branch .On the other hand , voltameter is placed in parallel because voltage is always measured across a device.
