Solution:

Step 1: Find the population in 2019
Let the population in 2019 be 5x (considering the ratio of males to females as 3 : 2)
Therefore, the population of males in 2019 = 3x
And the population of females in 2019 = 2x

Step 2: Find the population in 2021
Population of males in 2021 = Population of males in 2019 - 1000
= 3x - 1000
Population of females in 2021 = Population of females in 2019 - (20% of Population of females in 2019)
= 2x - (0.2 * 2x)
= 2x - 0.4x
= 1.6x

Step 3: Find the population in 2020
Since the average number of females in 2020 and 2021 is 9000, we can assume the population of females in 2020 as 9000.
Therefore, the population of females in 2020 = 9000

Step 4: Find the population in 2018
Given that the population in 2018 was 37,500, which was 50% more than in 2019.
Therefore, the population in 2019 = 37,500 / 1.5
= 25,000
