  • The Fundamental Duties were added in the Constitution on the recommendation of Sardar Swaran Singh Committee. This insertion brought the Constitution of India in line with Article 29(1) of the Universal Declaration of Human Rights (UDHR). Article 29(1) of the UDHR: Everyone has duties to the community in which alone the free and full development of his personality is possible.
  • The recommendations of Swaran Singh Committee were added by the Constitution (42nd Amendment) Act, 1976. Accordingly, Part IV-A was added to the Constitution, which inserted Article 51A in the Indian Constitution. Initially, Article 51A provided for 10 Fundamental Duties of every citizen of India from Articles 51A (a) to (j). The 11th Fundamental Duty was added by the Constitution (86th Amendment) Act, 2002. It added Article 51A (k).
  • The Fundamental Duties has been inspired from the Constitution of the erstwhile USSR. Rights and duties are correlative to each other and the Fundamental Duties are, therefore, intended to serve as a constant reminder to every citizen that while the Constitution specifically conferred on them certain Fundamental Rights, it also requires the citizens to observe certain basic norms of democratic conduct and democratic behaviour.
