This is because if an atom has less electron then it gets positive charge and an atom has more electron then it gets negative charge . first atom will want to get more electron to be neutral so it take the electron from another atom which has positively charged so we can say negatively charged atom attract positively charged or unlike charges attract each other...

Two electrons will tend to repel each other because both have a negative electrical charge. Two protons will also tend to repel each other because they both have a positive charge. On the other hand, electrons and protons will be attracted to each other because of their unlike charges.
