M.N. Roy was a philosopher, revolutionary, and political activist who played a significant role in India's independence movement. M.N. Roy is known for his contribution to the development of the Indian Constitution. In 1934, he published a book titled "India's Problems of Constitution-making", in which he proposed a federal constitution for India. He outlined the principles of a federal government, division of powers between the centre and the states, and the importance of a Bill of Rights.

Roy's proposal for a federal government was based on the idea of decentralization of power, and he argued that a federal constitution would allow for the representation of diverse interests and prevent the domination of any one group.
