1.) ELECTRIC POTENTIAL is defined as the work done when unity +ve charge taking from infinite to a point in a electric field is the potential at a point while POTENTIAL DIFFERENCE is defined as the work done when the unit +ve taking from one point to another in electric field.

2.) POTENTIAL in general is some function of coordinate of point in space but POTENTIAL DIFFERENCE, on the other hand, is not arbitrary.
