Hydrogen gas is not evolved when a metal reacts with nitric acid because nitric acid is a strong oxidising agent.it oxidises with the hydrogen produced to forn water and the nitric acid itself gets reduced to any of nitrogen oxide(N2O,NO,NO2).

but Mg reacts with nitric acid to form hydrogen gas.

As per the option b says,

Hydrogen gas is not evolved when metals reacts with Nitric acid (HNO3). Because, Nitric acid is a strong Oxidising agent that can able to dissolve metal to form Metallic salt or simply the formation of Metal nitrates occurs. Due to the tendency of strong Oxidising agent for Nitric acid, it releases H2O and oxides of Nitrogen (NO, N2O, NO3).

But only two metals having a capacity to react even with dilute acids like Nitric acid to release Hydrogen gas. Those metals are:- Magnesium (Mg) and Manganese (Mn).

See the Reaction of Magnesium and Manganese with Nitric acid, they liberate Hydrogen gas and forms Metal nitrates. See the belowed chemical equation.

Mg + 2HNO3 -----> Mg(NO3)2 + H2↑.

Mn + 2HNO3 -----> Mn(NO3)2 + H2↑.

[Metal + Nitric acid ---> Metal nitrates (Salt) + Hydrogen gas].

When METAL react with NITRIC acid HYDROGEN gas is liberated.

Nitric acid is a very strong OXIDIZING agent.

So , it OXIDISES the HYDROGEN gas formed DURING the REACTION to form WATER and an oxide of NITROGEN.

The REACTION for it is:-

Zn+4HNO3→Zn(NO3)2+2NO2+2H2O

Exception:-
MAGNESIUM react with very DILUTE NITRIC ACID to liberate hydrogen gas.

The REACTION for it is:-

Mg+2HNO3→Mg(NO3)2+H2
