Option a is correct friend. Because, Phenolphthalein solution is used as indicator to detect the presence of base. If the solution of Phenolphthalein changes into pink, then we notice that the solution is a base. So, as the pH value is 13 and 9 which is more than the pH value 7, so it is considered as a base.

Or in other words, Phenolphthalein is a weak acid which is why when it is added in a strong base, it give pink colour and the colour gets extreme (intense) as the pH of base increases.

[Note:- If the pH value is less than 7, then it indicates acid and if the pH value is more than 7, then it indicates base and when the pH value is 7, then it is neutral].
