Well the main difference is that one can be invoked before a wrong is done and the other after it.
Right to seek Redressal would mean that if an individual feels aggrieved because of a wrong done to him by a second party then he has the right to seek remedy from an appropriate authority. E.g. As a consumer you have right to seek redressal if you feel that you have been cheated by a manufacturer or retailer. However the same cannot be invoked merely in apprehension that a wrong could possibly be done to you, unless covered by a specific provision in the concerned law.
Right to safety is a right which is invoked prior to a potential harm/wrong which could be done to you. It is not important that the act takes place before this right is invoked, on the contrary, protection under this right is given to avoid the harm/ wrong in the first place. E.g. The police and the fire departments will regularly do their rounds/drills despite there not being any fire or criminals around at that moment in time. That's because all citizens have a right to safety and the governments must ensure it.
