The answer is very simple that there is not only one criterion set to consider an aqueous solution as acid, basic or neutral rather therebare multiple requirements to be fulfilled.Non metal oxides are acidic in nature but in case of dihydrogen monoxide (water), it doesn't liberate H+ ions in its solution because of high electronegativity of Oxygen. However anything that dissolve in water liberate H+ and OH- ions is considered acidic or basic depending upon the conteration of the H+.No liberation of ions can be confirmed by passing electricity through distilled water as it will never conduct electricity.
