The Congress ignored the dalits for fear of offending the sanatanis, the conservative high-caste Hindus. Also, Mahatma Gandhi called the untouchables the children of God.Dr B.R. Thus, the response of Muslim political organisations in India was lukewarm.However, Muhammad Jinnah, one of the leaders of the Muslim League, was willing to give up the demand for separate electorates, if Muslims were assured reserved seats in the Central Assembly and representation in proportion to population in the Muslim-dominated provinces (Bengal and Punjab).Hence, the start of Civil Disobedience Movement created an atmosphere of suspicion and distrust between communities.

Limitations of Civil Disobedience Movement

There were various limitations of the Civil Disobedience Movement in India. Some of them are as follows:

Lack of Unity: There was a lack of unity among the various sections of society. The movement was confined to certain regions and classes.

Violence: Some sections of the people resorted to violence which went against the principle of non-violence and peaceful protest which was the basis of the movement.

Repression: The British government responded to the movement with repression. Many leaders were jailed and the movement lost momentum.

Failure of Economic Boycott: The economic boycott of foreign goods was not successful. People were not willing to give up their luxury items and there were not enough indigenous goods to replace them.

Failure of Salt Satyagraha: Salt Satyagraha was a major component of the movement, but it did not achieve its objective of forcing the British to abolish the salt tax. The government was able to suppress the movement and maintain its control over salt production and distribution.

Leadership Crisis: There was a crisis of leadership at the national level. Gandhi was the undisputed leader of the movement, but he was not able to provide effective direction and coordination to the various regional and local struggles.

In conclusion, the Civil Disobedience Movement had various limitations that prevented it from achieving its objectives. However, it was a significant step in the struggle for Indian independence and inspired future movements for social and political change.
