Solution:

Given: In an election, each voter may vote for two candidates.

Let the total number of voters be x.

Half of the voters vote for A:
Number of votes for A = x/2

But divide their votes between B, C and D in the ratio of 3:2:1.
Number of votes for B = 3k
Number of votes for C = 2k
Number of votes for D = k

Total number of votes for A, B, C, D = x/2 + 6k

Of the remaining half vote for B:
Number of votes for B = x/4

And divides their votes between C and D in the ratio of 2:1.
Number of votes for C = 2m
Number of votes for D = m

Total number of votes for A, B, C, D = x/2 + 6k + 3m

Of the remaining half vote for C and D:
Number of votes for C = x/8
Number of votes for D = x/8

Total number of votes for A, B, C, D = x/2 + 6k + 3m + x/4 + 3x/8

Total number of votes for A, B, C, D = 2x + 12k + 6m

Given that remaining 840 do not vote for anyone:
x/8 = 840
x = 6,720

Substituting x = 6,720 in the above equation, we get:

Total number of votes for A, B, C, D = 2x + 12k + 6m = 3,360 + 18k + 9m

To find k and m, we can use the ratios:

Number of votes for B = 3k
Number of votes for C = 2k + 2m
Number of votes for D = k + m

Number of votes for A + B + C + D = 6,720 - 840 = 5,880

Substituting the values of A, B, C, D, we get:

3,360 + 3k + 2k + 2m + k + m = 5,880

6k + 3m = 1,260

2k + m = 420
