Let the original price of rice be x and the original consumption be y. Then,

Expenditure = Price × Consumption
Original expenditure = xy

After the increase in price by 20%, the new price of rice = 1.2x
After the decrease in consumption by 15%, the new consumption of rice = 0.85y

New expenditure = (1.2x) × (0.85y)
= 1.02xy

Therefore, the percentage change in expenditure = [(New expenditure - Original expenditure) / Original expenditure] × 100
= [(1.02xy - xy) / xy] × 100
= 2%

Hence, the expenditure on rice increases by 2 percent.

Therefore, option 'A' is the correct answer.
