    Here m(t) = sinc(100t) so in frequency domain it is a rectangular pulse from -50Hz to 50Hz
    so we have max frequency of m(t) = fm. =50Hz
    and given frequency deviation ∆f=30kHz
    so according to Carson's rule
    BW = 2(∆f+fm)
    =2(30000+50)
    =60.1khz
