As excess pressure is given by 4T/R . so the pressure inside the smaller bubble is more .hence, the air flows from smaller bubble to larger bubble.

you should know a basic formula i.e formula of pressure in a bubble which is
p= 2T/R
so from that equation we know that pressure is inversely proportional to radius of bubble
so pressure in n small bubble will be greater than large bubble
and air always flow from region of high pressure to low pressure
so opt b is correct
