Since,nitrobenzene has electron withdrawing nitro group (-R effect),it decreases overall electron density at the ring by withdrawing electron from ortho and para positions.so,the only option for nitro group to attach with is meta which has quite high electron density as compared to the ortho and para positions.so, compound formed is 1,3-dinitrobenzene.
