The oldest layer of secondary phloem in a dicot stem is located inside the primary phloem. This is because the primary phloem is the first layer of phloem that is formed during the initial stages of stem growth. As the stem continues to grow in girth, new layers of secondary phloem are added outside the primary phloem by the vascular cambium.

Formation of secondary phloem
The vascular cambium is a meristematic tissue that produces secondary phloem towards the outside and secondary xylem towards the inside. As new secondary phloem cells are produced by the vascular cambium, older cells are pushed towards the center of the stem, eventually becoming the oldest layer of secondary phloem located inside the primary phloem.

Function of secondary phloem
The secondary phloem is responsible for transporting organic nutrients, such as sugars, from the leaves to other parts of the plant. It also provides structural support to the stem. As the stem continues to grow, new layers of secondary phloem are added, pushing the older layers towards the center of the stem.
