E-1CB rxn have carbanion intermediate .its a 2 step reaction like E-1 .But the basic difference is in e1cb rxb C-NU bond is strong like C-F. so leaving group cant leave; which leads to formation of carbanion.and in e1cb rxn there is formation of conjugate base which is rate determining step.hence rxn got its name Cb.
