Theorem:
The length of tangents from an external point are equal.

So,
AR = AQ = 3 cm
BR = BP = 4 cm

if AC = 11 cm and AQ = 3 cm
then QC = 11-3= 8 cm

QC = CP = 8 cm

Now...BC = BP + CP
= 4 + 8 = 12
So the length of BC = 12 cm.

then QC = 11-3= 8 cm
