The period saw the rise of the ‘professional agitator’ and the power of organization of labour into industrial strikes as the two distinct features. The number of strikes rose sharply and many Swadeshi leaders enthusiastically threw themselves into the task of organizing stable trade unions, strikes, legal aid and und collection drive.
