When switch was open. Both resistance are in series same current flow through R1 and R2. 
But when 'S' is closed resistance R3 parallel with R1 comes into operation.
where R3>R1, & now R3 & R1 are in parallel so that the effective Resistance Reff =(R1||R3).
Now the effective supply current will also increase since the total resistance of the circuit decreased.
so that the voltage across R2 which is V2 increases in turn V1 is decreases to varify KVL.
