The nearly universal nature of the genetic code means that the same codons code for the same amino acids across different organisms, including bacteria and humans. This allows the bacteria to correctly read and translate the human insulin gene, despite the fact that it is not normally present in bacteria.

If the genetic code was not nearly universal, the bacteria would not be able to correctly read and translate the human insulin gene, and thus would not be able to produce human insulin.
