The given pairs are related to the integration of erstwhile princely states into the newly formed independent India after the partition in 1947. Let's examine each pair individually:

1. Hyderabad : Referendum
Hyderabad was one of the largest princely states in India, ruled by the Nizam. The integration of Hyderabad faced significant challenges due to the Nizam's reluctance to accede to India. The Indian government initially tried to negotiate with the Nizam, but the talks failed. Eventually, the Indian government decided to conduct a referendum in 1948 to determine the wishes of the people of Hyderabad. The referendum overwhelmingly favored accession to India, and based on the results, Hyderabad was integrated into India.

2. Junagarh : Police action
Junagarh was a princely state located in present-day Gujarat. The ruler of Junagarh, Muhammad Mahabat Khanji III, decided to accede to Pakistan despite a majority Hindu population in the state. This decision was against the wishes of the people and led to protests. The Indian government declared the accession invalid and organized a police action in November 1947. Indian forces entered Junagarh and took control of the state, integrating it into India.

3. Kashmir : Instrument of Accession
Kashmir was a princely state with a Muslim majority ruled by Maharaja Hari Singh. The decision of Kashmir's accession was more complex and controversial. As the partition of India led to communal tensions, the ruler initially wanted to remain independent. However, faced with a Pakistani-backed invasion by tribal militias in October 1947, Maharaja Hari Singh signed the Instrument of Accession, acceding to India. This led to the deployment of Indian troops to defend Kashmir, and the state became a matter of dispute between India and Pakistan.

Therefore, out of the given pairs, only the pair of "Kashmir : Instrument of Accession" is correctly matched. The integration of Hyderabad was through a referendum, while Junagarh was integrated through a police action.
