  2. MGNREGA Act o MGNREGA was implemented in phases, starting from February 2006, and at present, it covers all districts of the country with the exception of those that have a 100% urban population. The Act provides a list of works that can be undertaken to generate employment related to water conservation, drought proofing, land development, and flood control and protection works.
    • MGNREGA Act: An Act to provide for the enhancement of livelihood security of the households in rural areas of the country by providing at least one hundred days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do unskilled manual work. Hence, statement 1 is not correct. 
    • State Government shall, in such rural area in the State as may be notified by the Central Government, provide to every household whose adult members volunteer to do unskilled manual work not less than one hundred days of such work in a financial year in accordance with the Scheme made under this Act. Every person who has done the work given to him under the Scheme shall be entitled to receive wages at the wage rate for each day of work. 
    • If an applicant for employment under the Scheme is not provided such employment within fifteen days of receipt of his application seeking employment or from the date on which the employee has been sought in the case of an advance application, whichever is later, he shall be entitled to a daily unemployment allowance to be paid by the State Government. 
    • The Gram Panchayat shall be responsible for the identification of the projects in the Gram Panchayat area to be taken up under a Scheme as per the recommendations of the Gram Sabha and the Ward Sabhas and for executing and supervising such works. 
    • The Gram Sabha shall monitor the execution of works within the Gram Panchayat. The Gram Sabha shall conduct regular social audits of all the projects under the Scheme taken up within the Gram Panchayat. Hence, statement 2 is correct. 
    • Subject to the rules as may be made by the Central Government in this behalf, the Central Government shall meet the cost of the following, namely:
      a) the amount required for payment of wages for unskilled manual work under the Scheme;
      b) up to 75% of the material cost of the Scheme including payment of wages to skilled and semi-skilled workers;
      c) 6% of the total cost of the Scheme as may be determined by the Central Government towards the administrative expenses, which may include the salary and allowances of the Programme Officers and his supporting staff, the administrative expenses of the Central Council, etc. 
    • The State Government shall meet the cost of the following, namely:
      (i) the cost of unemployment allowance payable under the Scheme;
      (ii) 25% and above of the material cost of the Scheme including payment of wages to skilled and semi-skilled workers;
      (iii) the administrative expenses of the State Council. 
    • Priority shall be given to women in such a way that at least one-third of the beneficiaries shall be women who have registered and requested for work under this Act. Hence, statement 3 is correct.
