The 86th constitutional amendment passed in 2002, made education, for children between the age group 6-14 years, a part of fundamental right under article 21A. This act also brought changes to Article 45, a part Directive principle of state policy (DPSP), and inserted that the state shall endeavour to provide early childhood care and education for all children until they complete the age of six years. Moreover the act also inserted article 51A, a part of Fundamental Duties, which included that every citizen who is a parent or guardian to provide opportunities for education to his child or, as the case may be, ward between the age of six and fourteen years.
