The Councils that are created by the President of India under Article 263 of the Indian Constitution are as follows:
1. Zonal Councils:
Zonal Councils are created by the President under Article 263 to promote and facilitate cooperation among the states and the union territories with respect to matters of common interest. At present, there are six Zonal Councils in India - Northern, Southern, Eastern, Western, Central, and North Eastern. Each Zonal Council consists of the Chief Ministers of the states and union territories in the zone, along with the Governors of the states and the Administrators of the union territories.
2. Inter-State Council:
The Inter-State Council is also created by the President under Article 263. It is a constitutional body that facilitates coordination between the states and the union government. The Council is chaired by the Prime Minister of India and includes the Chief Ministers of all the states, as well as the administrators of union territories. It is responsible for discussing and resolving issues of common interest and promoting harmonious relations between the states and the union government.
3. Central Council of Health:
The Central Council of Health is not created by the President under Article 263. It is a statutory body established under the provisions of the Indian Medical Council Act, 1956. The Council consists of representatives from the medical profession, the State Medical Councils, and the central government. Its primary role is to regulate medical education and practice in India.
4. Central Council of Local Government and Urban Development:
The Central Council of Local Government and Urban Development is not created by the President under Article 263. As of now, there is no specific council or body at the central level with this name. However, the central government does work in coordination with the state governments and urban local bodies for the development of urban areas and local governance.
