Article 3 of the Indian Constitution deals with the formation of new states and alteration of areas, boundaries or names of existing states.

Process of forming a new state:
1. Proposal: The first step in the formation of a new state is the proposal made by the Parliament. The Parliament can either initiate the proposal on its own or based on a recommendation by the concerned state legislature.

2. Consultation: Once the proposal is made, the President of India is required to refer it to the concerned state legislature for expressing its views within a specified time period. The President may also refer the proposal to the Governor of the concerned state for his/her opinion.

3. Bill in Parliament: After taking into consideration the views of the concerned state legislature and the Governor, the Parliament may pass a bill to form the new state or alter the boundaries of existing states. The bill must be passed by a simple majority of the total membership of each house of Parliament and a two-thirds majority of the members present and voting.

4. Assent of President: After the bill is passed by Parliament, it is presented to the President for his/her assent. If the President gives his/her assent, the bill becomes an Act and the new state is formed or the boundaries of existing states are altered.
