The reflex action is an organism's response to stimuli through the reflex arc.It is an involuntarily movement of the part of an organism in response to a stimuli and usually occurs very quickly in matters of fractions of seconds. 

On the other hand, reflex arc is the path that nerve impulses follow in order to produce a reflex action. The reflex arc includes; receptor organ, afferent nerve, nerve center, efferent nerve, effector organ/muscle.
